Eileen Kao, Chief of the Waste Reduction and Recycling Section, Montgomery County Department of Environmental Protection

Ms. Kao is the Chief of the Waste Reduction and Recycling Section in the Montgomery County Department of Environmental Protection, Division of Solid Waste Services. She has served Montgomery County since 1989.

Ms. Kao leads a team that promotes the County’s efforts to reduce waste, reuse materials, and recycle more, to advance progress and achieve the County’s goal to reduce waste and recycle 70 percent by 2020. She manages and oversees multiple programs that provide outreach, education, technical assistance and training to the single-family residential, multi-family residential, and business communities on the 3-R’s, grasscycling, composting, and buying recycled items. She also manages the County’s Recycling Volunteer Program, which helps stretch the reach of staff to communicate with residents about reducing waste and recycling in general, as well as specific programs and services the County provides. Ms. Kao oversees implementation of the County’s recycling regulations and ensures compliance with recycling and solid waste laws by managing investigations and enforcement efforts. Looking forward for the next frontier materials to reduce, reuse and recycle, and planning for initiatives to do so, are part of Ms. Kao’s portfolio; for the past several years, food scraps have been a significant area of her focus.

Prior to joining Montgomery County government, Ms. Kao was with The Maryland-National Capital Park and Planning Commission and focused on development and community design.

Ms. Kao has a Bachelor of Arts degree in Urban Planning.
