Assistant Attorney General and Principal Counsel

Priscilla N. Carroll has spent most of her legal career in public service. She has served as an Assistant Attorney General providing legal representation to Maryland Environmental Service since 2018 and previously represented the Maryland Department of the Environment for eight years. Ms. Carroll has provided leadership to the MES legal team on litigation and environmental matters since 2021. As Principal Counsel for the agency, Ms. Carroll supervises a staff of three other Assistant Attorneys General and one paralegal. Ms. Carroll provides advice and counsel to MES senior leadership and the MES Board of Directors on the wide variety of issues which arise from the agency’s administration and its four environmental operating groups. The MES legal team handles nearly all the agency’s advice, litigation, and transactional matters, and provides support for the MES environmental compliance program. In 2023, Ms. Carroll was part of the MES legal team which received the Attorney General’s Award for Distinguished Service for Ensuring Government Accountability.

Prior to joining the Office of the Attorney General, Ms. Carroll’s trial experience included prosecuting felony criminal cases with the United States Attorney’s Office for the District of Columbia and for the District Attorney’s Office in DeKalb County, Georgia. Ms. Carroll also practiced at King & Spalding in Atlanta, focusing on product liability litigation. Ms. Carroll is a member of the Maryland and Georgia bars and has litigated in numerous state and federal trial and appellate courts. She holds a Juris Doctor from the Georgetown University Law Center in Washington, D.C.
