Ellen Frketic

Deputy Director

Ellen Frketic currently serves as the Deputy Director of the Maryland Environmental Service (MES) and in this role oversees the Agency’s four operating groups, as well as the Information Technology, Communications, and Internal Audit Divisions.  She has been a member of the MES Team since 1988, first as a Project Manager before moving up to Chief of the Water/Wastewater Engineering Division. Ms. Frketic has over 40 years of experience in water and wastewater distribution, collection, treatment, and reuse. As Chief of the Water and Wastewater Engineering Division at MES, she was responsible for planning and implementation of the Agency’s annual Capital Budget, which included upgrades to the State’s water and wastewater facilities as well as correctional institution power and steam plants. Prior to her employment at MES, she worked in consulting, in Public Works for the City of Abilene, Texas, and for Dallas Water Utilities in Dallas, Texas as head of Technical Services at the Central Wastewater Treatment Plant.

Ms. Frketic has a BS in Civil and Environmental Engineering from Clarkson University and a Professional Engineer’s license from Texas. She is a member of the American Water Works Association, the WateReuse Association, and the Water Environment Federation (WEF), and its local member association, Chesapeake Water Environment Association (CWEA). She is a past president of CWEA and is currently a member of the WEF House of Delegates, as well as Chair of the CWEA Budget and Finance committee and member of the Collection Systems Committee.  In her role as Delegate, she is currently serving on the Strategic Plan Rollout Workgroup.
