Kenna J. Oseroff is an environmental and operations leader with experience delivering complex environmental, restoration, and infrastructure-related programs across the public, nonprofit, and private sectors. She currently serves as Acting Managing Director within the Environmental Dredging and Restoration (EDR) group at the Maryland Environmental Service (MES), where she provides strategic oversight for dredging, restoration, environmental operations, construction, outreach, and technical services.

Ms. Oseroff has nearly fifteen years of progressive leadership experience at MES, guiding multidisciplinary teams of engineers, scientists, surveyors, operations staff, and educators in the planning, design, construction, and long-term operation of major dredging and restoration projects. She manages multimillion‑dollar programs, ensures regulatory compliance, advances business development, and strengthens client relationships, including long‑standing work supporting the Maryland Port Administration and dredged material management initiatives.

Prior to joining MES, Ms. Oseroff built a strong technical foundation as an Environmental Scientist and Planner in the private sector, where she led wetland and forest delineations, mitigation and restoration planning, environmental permitting, and regulatory compliance for public and private for large and small development projects. She also brings experience from nonprofit environmental organizations, where she managed watershed restoration grants, community education programs, and youth conservation initiatives, as well as early career work supporting the Chesapeake Bay Program on regional policy, science coordination, and ecosystem management.

She holds a Bachelor of Arts in Ecology from Prescott College and a Master of Science in Environmental Science and Policy from Johns Hopkins University, reflecting a career grounded in environmental stewardship, public service, and results‑driven leadership.
