Matthew Lapinsky

Managing Director, Water/Wastewater

Mr. Lapinsky began working at the Maryland Environmental Service in January 2022, as the Chief of Water and Wastewater Engineering. He was named Managing Director, Water and Wastewater in June 2024. Mr. Lapinsky brings more than 40 years of experience in engineering, encompassing areas such as public works, water and wastewater management, environmental cleanups, compliance, and safety. In his current role, Mr. Lapinsky oversees both the Engineering Division, which includes biosolids management, and the Operations Division, responsible for operating and maintaining water and wastewater facilities throughout Maryland and West Virginia. Mr. Lapinsky is committed to the preservation of the environment, the development of staff, and providing an outstanding customer experience to MES’ many state and private clients.

Mr. Lapinsky has a Bachelor of Science in Engineering from the Pennsylvania State University and a Master of Business Administration from Frostburg State University. He is also a licensed professional engineer in Maryland and Pennsylvania.
