Private Sector Member, appointed July 1, 2025, by the Governor with the advice and consent of the Senate. Ms. Phillip is currently President and CEO of Assedo Consulting, LLC, a structural engineer, transportation professional, and public engagement expert. Assedo Consulting, LLC, founded by Ms. Phillip, is a certified African American, woman-owned business enterprise (MBE/WBE). Ms. Phillip began her career more than 25 years ago as a structural designer and later transitioned to urban and transportation planning, becoming a NEPA professional with an affinity for public outreach and communications. Ms. Phillip’s skills include bringing together state and local stakeholders, politicians, agency officials, special interest groups, and communities affected by projects in various phases of development.
Ms. Phillip’s work educates stakeholders, appointed and elected government officials, and communities on the impacts of engineering, transportation, and construction projects. Ms. Phillip’s mission is to improve communities through planning and equitable engagement by bringing all voices into the design and implementation of infrastructure projects. Ms. Phillip is a graduate of Howard University (BSCE) and the University of Maryland, College Park (M. Eng. in Construction Project Management).
