Sandy Hertz

Deputy Director

Sandy Hertz joined the Maryland Environmental Service (MES) as Deputy Director in July 2025. Ms. Hertz was selected by MES Director, Dr. Charles C. Glass, P.E., with the consent of Governor Wes Moore. In this role, Ms. Hertz shares responsibility for the agency’s overall performance, financial stability, and strategic direction while fostering partnerships and advancing innovative environmental solutions across the State.

With more than 30 years of experience in environmental planning and infrastructure resilience, Ms. Hertz is recognized for transforming environmental challenges into sustainable, results-driven outcomes. Prior to MES, she launched and led the Maryland Department of Transportation’s Office of Climate Change Resilience and Adaptation, developing statewide strategies for climate adaptation, greenhouse gas reduction, and extreme weather preparedness for multimodal transportation systems.

Ms. Hertz has directed strategic priority initiatives in stormwater management, habitat restoration, and regulatory compliance, in collaboration with local, state, and federal agencies.  She has also served as a liaison between senior officials and legislative committees, effectively advancing environmental policy priorities.

A graduate of Meade Senior High School, Ms. Hertz holds a Bachelor of Science in Biology from Towson University. She serves as Chair of the National Cooperative Highway Research Program Project on Transportation Asset Risk and Resilience for the National Academies Transportation Research Board in Washington, D.C., is a member of the U.S. Department of Transportation Resilience Coalition, and is former Chair of the Critical Area Commission’s Project Review Subcommittee and the former Vice-Chair of the American Association of State Highway and Transportation Officials Committee on Transportation System Security and Resilience.
