Public Sector Member, appointed July 1, 2025, by the Governor with the advice and consent of the Senate. Mr. Coleman has been a practicing attorney for nearly 40 years.  In 1987, Mr. Coleman was appointed by the Attorney General of Maryland to serve as an Assistant Attorney General representing the Service. In 1993, the Attorney General appointed him to serve as Principal Counsel for the Service, and he held that position until he retired in 2024. During his tenure, Mr. Coleman managed the legal staff assigned to the Service and was involved in all legal matters affecting the agency.  Mr. Coleman provided the primary in-house legal advice for all bond issuances of the Service. Mr. Coleman has extensive knowledge of the projects of the Service, including the Mid-Shore Project. 

Mr. Coleman is admitted to practice law in the State and federal courts of Maryland, as well as the United States Supreme Court. Mr. Coleman is the recipient of multiple performance awards from the Attorney General of Maryland.  Mr. Coleman has a Bachelor of Science degree from Towson University and earned his law degree at the University of Maryland School of Law.  Memberships include the National Association of Bond Lawyers, the Solid Waste Association of North America, and State and local bar associations.
