MILLERSVILLE, MD – The Maryland Environmental Service (MES) announces today that Ms. Sandy Hertz has been appointed as the agency’s new Deputy Director. Ms. Hertz was selected by MES Executive Director, Dr. Charles C. Glass, P.E., with the consent of Governor Wes Moore. In her new role, Ms. Hertz will share the responsibility of overall agency performance, financial stability, and strategic direction, while helping to seek new opportunities across the State.
Ms. Hertz joins MES from the Maryland Department of Transportation (MDOT), where she most recently launched and served as the Director of the Office of Climate Change Resilience and Adaptation. She has over 30 years of experience in transforming environmental challenges into impactful solutions and has been responsible for directing environmental planning and policy initiatives while integrating innovative technologies, often coordinating interagency partnerships.

Her experience, long-standing commitment to environmental solutions, work on policy change, and background in fieldwork are invaluable as we move forward as an agency,” said MES Executive Director, Dr. Charles Glass. “During her time at MDOT and beyond, Ms. Hertz has shown strong leadership skills and demonstrated her ingenuity and entrepreneurial ability. I look forward to working closely with her to lead the organization.”
During her time at MDOT, Ms. Hertz presided over many new initiatives, managed multi-million-dollar budgets, and oversaw a team of over 100 staff and consultants. She led interagency partnerships focused on innovating and streamlining environmental permitting, represented MDOT on national panels and state commissions, and coordinated with other states to expand environmental methods and outcomes for the state of Maryland.
“I have had the pleasure of collaborating with MES in my capacity at MDOT and have seen firsthand the caliber of its people and projects, striving for excellence with its clients, and rising to any challenge,” said Ms. Hertz. “I am thrilled to be given the opportunity to help Dr. Glass lead this agency and to work with the exceptional partners, clients, and team members at MES,” she added.
Ms. Hertz has a Bachelor of Science in Biology from Towson University. She is the Chair of the NCHRP Project Panel on Transportation Asset Risk and Resilience, and a member of the U.S. DOT Resilience Coalition. Previously, she was the Vice-Chair of the Committee on Transportation System Security and Resilience for the American Association of State Highway and Transportation Officials, as well as a member of the State Resilience Planning Group for the Pew Charitable Trusts.
